the question I have is does gp pay for these cards for the winners or just give them free cards and the free card winners money doesn't go in the pot -gp's 16% that they keep????

Free cards are exactly that, free cards. When a player uses a free card, they're not spending any Coins, meaning Coins are not being added to the collective pot as if they spent Coins. Thus in the end, it's a free pass for a winner to participate without any risk
